NCSS Volunteer Management Capacity Development (VMCD) Consultancy Project 2024

Type of Work Done:

Empact collaborated with NCSS on the VMCD Consultancy Project to build volunteer management capabilities for Social Service Agencies (SSAs) and SG Cares Volunteer Centres (VCs).​

Track 1: SSAs

  • Empact developed and enhanced volunteer management frameworks for 9 SSAs, focusing on three prioritized areas from the VM Maturity Matrix Assessment.

  • This involved up to 6 co-curation sessions per SSA to brainstorm solutions, engage stakeholders, and pilot new initiatives.

  • Empact also shared tools and practice knowledge through 3 cohort "learn & share" sessions.

  • A Volunteer Impact Starter Kit, including a framework, outcomes and indicators library, and data collection templates, was developed as a sectoral resource.​​

Track 2: SG Cares Volunteer Centres

  • Empact aimed to empower 2 SG Cares VCs to become volunteer management capability builders for other community partners.

  • This included equipping VCs with resources to host learning journeys or workshops, play an advisory role, provide resource signposting, and lead collaborative projects.

  • Empact customized up to 6 co-curation sessions for each VC, sharing tools and knowledge.


Results of Project:

  • For SSAs (Track 1): The SSAs showed the greatest improvement in volunteer management proficiency in Experience & Engagement, Review of VM, and Collaboration. Notable deliverables included structuring volunteer development pathways, volunteer impact assessment, and a collaboration framework. The Volunteer Impact Starter Kit proved helpful for volunteer managers to assess and demonstrate volunteering impact.

  • For SG Cares Volunteer Centres (Track 2): The project enhanced the VCs' volunteer management capabilities, empowering their supported organizations and locales to effectively engage stakeholders, develop volunteers, and improve volunteer outcomes. Deliverables included supporting the development of a Student Volunteerism Toolkit, the adoption of a Volunteer Development Guide, adapting Empact's scoping tool for VCs, and co-developing a 'playbook' for senior volunteer recruitment and management.

The most rewarding part of the programme is the opportunity to work with Empact. The sessions with them helped us identify some of our blind spots, gave us constructive suggested to improve and introduced different frameworks. They guided us patiently as they understood we had tight work timelines to meet.

CampusImpact participated in the Volunteer Management Capability Development (VMCD) Consultancy Project 2024 by NCSS Singapore in partnership with Empact. Empact provided strategic advice and coaching to the VM team at CampusImpact and the SG Cares Volunteer Center @ Yishun.
