The Work Involved 

Due to Covid-19, the job market has been heavily impacted. In response, MCCY appointed Empact as an advisor to NYC to roll out YouthTech. YouthTech is a large-scale programme that aims to digitally upskill 500 youth and place them in the social and community sector to aid its digital transformation. It has a dual objective of building the capacity of SSAs and SEs in the area of digitisation, as well as develop youth to be more career-ready.

Empact acts as an Overall Programme Partner, a Training Provider and an Aggregator of Tech Support in YouthTech. As the Overall Programme Partner, Empact advises NYC on the design and implementation of YouthTech. This includes engaging 80 SSAs and SEs to discover the challenges they face in digital transformation. As the Training Provider, Empact leverages these insights to provide online trainings and consultations to build the capacity of the YouthTech trainees to be able to support these SSAs and SEs.

As the Aggregator of Tech Support, Empact also conceptualised, set up and is currently managing an online community for the YouthTech trainees on Discourse. Empact’s role include sustaining the community, sharing resources and encouraging engagement between trainees.

Results of our Work

85 YouthTech trainees attended Empact’s trainings and consultations and have rated an average of 87% satisfaction rate. They have shared that they were useful in helping with their learning and development.


It was a seamless experience working with Empact on evaluating the YouthTech programme. Empact’s clear timeline helped chart achievement of key milestones, and its effective communication facilitated smooth running of the project. In particular, the Empact team was highly adaptable to changes that arose during the process, and were able to mitigate its impact through quick turnaround and clarity of project goals.

The programme evaluation enabled effective reporting of YouthTech programme achievements to key stakeholders, ensuring that resources were well-justified through the impact of the programme. Empact analysis of stakeholder needs – youths and host organisations – through independent focus group discussions and in-depth interviews also uncovered important insights of their motivations and future needs for support. These findings would lend well to the development of future school-to-work support initiatives for our youths.
